Steve Haines

Overview

Steve Haines is a corrupt Federal Investigation Bureau agent and one of the major antagonists in Grand Theft Auto V. He uses Michael De Santa, Franklin Clinton and Trevor Philips to carry out illegal operations against the IAA and later tries to remove them as liabilities.

Background

Haines is a career-focused FIB agent involved in a rivalry with the IAA. Publicly, he is also known as the host of the television show The Underbelly of Paradise, using his image and authority to build his profile while hiding his corruption.

Grand Theft Auto V

After Michael De Santa attracts attention through the Vangelico heist, Haines forces him into FIB work alongside Dave Norton. He orders operations involving Ferdinand Kerimov, the IAA, Humane Labs and the FIB building, repeatedly using criminals to advance his own career and eliminate threats.

Death

In the Third Way ending, Steve Haines is marked for death by Michael, Franklin and Trevor. Trevor tracks him to the Del Perro Pier during the filming of The Underbelly of Paradise and kills him with a sniper rifle while Haines rides the Ferris wheel.

Personality

Steve Haines is arrogant, manipulative and obsessed with his public image. He treats criminals as disposable tools and hides his insecurity behind exaggerated confidence, careerism and television fame.
